• Riding without a valid Class A license on 110–160cc bikes: fine of 1,000,000 to 2,000,000 VND ($40–$80).
• Penalty on vehicle owners for handing a bike to an unlicensed or intoxicated rider: a separate legal fine of 800,000 to 2,000,000 VND is assessed on the bike owner, plus towing and impound lot storage fees. Under standard rental agreements, all these penalty fees, towing costs, and compensation for bike downtime are charged directly to the renter.
